If she had the idea to use knowledge from the past and turn it into tactics, then she was pretty smart. Keep in mind also that the CIA and the FBI are groups of people, Cable is one person.

Its not TACTICS. Its just reusing the plan by-the-book, and it only worked because Tally was too blind to see what would happen. If I were in that situation, I would have taken the locket and activated it far away from the Smoke, preferabbly somewhere where I could trigger det charges and drop several thousand tons of quarred stone on the idiot Specials who came after it. Or maybe some water to drown them. Lava. SOMETHING natural that would kill their asses in seconds.
